Warnings: Bureaucracy?
In the midst of rising tension in the city, Hellsing is busier than usual. New blood (ha, hah) is always welcome, but especially so these days. The guild hall is perhaps oddly quiet, though it's only because most agents are out on cases. Those with appointments will be seen promptly.

He sits up a bit straighter. "Tell me what sort of leadership you're looking for in these crises, and tell me about your past difficulties in getting that response."

"I hired a man under the presence of running a team within my organization who, during a recent crisis, became insubordinate and resigned after being asked to manage civilians." Her voice is dull, there; she's more annoyed that this has to be an issue than she is angry at Jack. (Most of all, he's done offense to the word of his former subordinates. It makes her think of Owen and Ianto wonders what they really thought of him.) "I need people on hand who can move civilians to safe zones, weed out injured or infected individuals - people who can make judgment calls in high stress environments without being hand held. The crisis in which we had an issue with a former employee was the spore fiasco. Countless civilians were put in extreme danger and we wasted time and resources. That is not an acceptable situation, and one I cannot have a repeat of. If I contract with you, I have to be able to trust that you're going to be able to function in a military setting."

"Being in Starfleet, Sir Hellsing, I understand that 'civilians' does not equal 'humans'. The fact that here the 'civilians' include supernatural beings instead of beings who are alien to my home planet doesn't change that. What you've just described is a large part of what Starfleet does, as a peacekeeping and humanitarian force; when it becomes necessary we provide defense for those who would not otherwise be able to protect themselves against an outside threat. I can do what you will require of me, without difficulty."
He pauses, considering his words. "In a crisis situation, the good of the many, the safety of those who most need it--that's what comes first. An emergency or a battle is no time for ego games and arguing about who serves who and how. You do what needs to be done. I understand that by contracting with you I am placing myself under your command for these kinds of situations. You will have no argument or insubordination from me."

"Then it's settled, as far as I'm concerned." She begins to pull out some paperwork.

He smiles, pleased, at her declaration. "Thank you, Sir. What resources are available to me to help get me up to speed with the kinds of threats the Guild faces? I'd like to take advantage of the current calm to give myself a better grounding in the subject."

"You're quite lucky in that Sir Martel is already an employee; he trains some of my would-be field agents. I'm sure he'd be able to help you." The way she says it makes it sound like Martel doesn't have a choice (he shan't) but that she's fond of him regardless. "I'd you'd like to shadow me and go out with a few agents to get a feel for our day to day hurdles, that would be acceptable."

"I'll have Martel give me some guidance, then," he agrees. "And I think some shadowing would be helpful to me. I think I can better understand the tactical decisions needed in a crisis if I have a better grasp of day-to-day operations.

"Excellent. We'll do that immediately - after I'm done sorting through applicants, anyway, which will take a few days. I consider myself strict but not impossibly cruel, and I'm not about to subject you to sitting here doing that." See, she's got a sense of humor under there. "I can put you on the CiD channel filter and then get this going, shall we?"

He grins at Integra. "I think that's a good start, yeah. Thank you, Sir."
