Bonetown is frightening, but it's useful in a poignant way - the both of them, for a whole host of reasons, know how mutant abilities can hurt. (Society, the bearer, anyone.) It's a convenient niche that's more humane than the grotesque torture devices that the inhibitor collars are, and worlds better than violence.
