His eyebrows go up at that assessment - genuine incredulity. It's like she's managed to distill the exact facade he presents to Gotham's media and high society, without... ever seeing that front. Which is completely fake, anyway. But he also knows Penelope is as hostile as all get out, and he knows that, in general, women have no reason to think any man is motivated by anything other than selfishly getting what he wants.
