For Boromir the Valar are distant: they don't involve themselves with the comings and goings of Men and haven't concerned themselves much with Middle-Earth since the fall of Morgoth. The race of Men were more or less alone when it came to dealing with the forces of Sauron and that was something he'd come to accept a long time ago.
