Steph swims like someone who knows how but hasn't actually done it all that much; Gotham might have a bay, but it's probably even more polluted than the river here, and there was always an edge of danger going to even the local swimming pools. She's also leaving a little trail of blood behind; the inside of her cheek is cut open and bleeding. She really hopes she doesn't get sick and makes a mental note to pick up some antibiotics tomorrow.

It takes her a little while not notice Ilde, mostly because it's dark and kinda murky in the water. When she does notice her, Steph nearly loses the rebreather because her automatic reaction is to gasp in shock. Her second reaction is to flail and try to get away, but she fights down that one too because that would mean taking her eyes off the... mermaid? Steph's pretty sure that's a mermaid.

Eventually she settles on sort of... rolling to the side and twisting around until she's upright, watching Ilde with wide eyes and trying to remind herself that if the mermaid had wanted to hurt her, she'd be dead already. She's also trying not to sink, which is a bit more difficult, but she's managing it for now.
