Data had heard about what happened with the cliffs, had read it in the newspaper—about the tunnels shaped like people. He's witnessed a lot of things during his time in Starfleet, but nothing like that. Even though he hadn't seen it for himself, it seemed different than most anomalies. Like something without an answer. Things are like that sometimes in Baedal, and Data still isn't sure what that means.
He's making his way out along those cliffs—observing, recording, comparing—when he sees two things.
The first is a person, someone he knows. He's at a distance, but his vision is sharp enough to clearly identify Wolfgang, who he'd met in the mines a few weeks ago. The second thing—a lingering purple glow, a small cloud of some unknown substance—seems to be drawing Wolfgang forward, nearly over the edge of the cliff.
Both concerned and curious, Data approaches the scene. He knows it would be unwise to startle Wolfgang while he's in such a precarious position, but is unsure what might happen next if he stays quiet. There is a high probability that Captain Picard would say something, he thinks. That Geordi would say something.
So he does.
“I am not certain that is safe,” he says, just loud enough for Wolfgang to hear.
